The Netherlands sits inside Arc's $70–120/hr Western Europe band, and Dutch enterprise contracting has historically been one of the healthier freelance markets in Europe. But the pricing question in the Netherlands in 2026 is secondary to a structural one, because the rules governing whether a client may engage a zzp'er at all changed, and then changed again.
That matters more for DevOps than for most roles. DevOps engagements tend to be long, embedded, and operationally integrated — production access, on-call participation, standing membership of a platform team. That is precisely the profile that a false self-employment assessment looks at hardest.

Arc publishes experience tiers separately from regions and specialisms. The tiers overlap the regional bands heavily, which is a reminder that these are three different cuts of a market rather than three factors to multiply together.

The spread across specialisms is wider than the spread across most regions, which is the single most useful thing in Arc's 2026 data: what you do moves your rate more than where you live.

Netherlands specifics
Wet DBA: the Dutch question that outranks the rate
Between 2016 and 2024 the Dutch tax authority operated an enforcement moratorium on false self-employment. That moratorium is gone, and the consequences are still working through the market.
Enforcement resumed in January 2025; fines followed in January 2026
The Belastingdienst has been able to enforce against schijnzelfstandigheid since 1 January 2025, and since 1 January 2026 it has been able to impose culpability fines in relevant cases. The exposure sits primarily with the client, which is why the visible effect has been on client behaviour rather than on freelancer behaviour: shorter engagements, firmer scope boundaries, and in risk-averse sectors an outright preference for payroll or agency-supplied staff.
The assessment looks at the working relationship, not the contract
A model agreement does not protect a relationship that behaves like employment. The questions that decide it are whether there is a relationship of authority, whether you work for this client only, and whether the client determines when and how you work. A DevOps engineer rostered into an on-call rotation, attending the client's standups, using the client's laptop and taking direction from the client's engineering manager fails all three regardless of what the paperwork says.
The replacement legislation has been partly withdrawn
The VBAR bill was intended to clarify the boundary. In March 2026 the cabinet dropped its clarification component, having concluded it was causing more market disruption than it resolved. Practically, that means the current assessment framework is what you should plan around; do not price or structure an engagement on the assumption that a clearer rule is arriving shortly.
Structure is now a negotiable term, and it has a price
Because the risk is real and sits with the client, how an engagement is structured has become part of the commercial conversation rather than a formality. Deliverable-based scope, your own equipment, genuine control over method, a defined end date, and demonstrable other clients all reduce the client's exposure — and are worth something to them. Freelancers who can offer a defensible structure are competing on a dimension most cannot, which is a stronger position than competing on rate.

What these numbers don't tell you
Four things every source on this page has in common. A rate guide that does not state these is asking you to mistake a range for a measurement.
None of them measure utilisation
A rate is only half of an income. Every source on this page reports what an hour costs and none report how many hours were sold. A freelancer at $120/hr who bills 40% of a year earns less than one at $70/hr who bills 85%, and no rate guide anywhere will tell you which situation you are walking into. This is the specific gap TechBaro's index is built to measure.
None publish a sample size per cell
A regional or role band is only as trustworthy as the number of observations behind that particular cell. freelancermap publishes its overall sample; none of these sources publish how many observations sit behind an individual figure. A range derived from twelve contracts and a range derived from twelve thousand look identical on the page.
Ranges hide their own shape
"$70–120/hr" tells you nothing about whether most people are at $75 or at $115. A median without a distribution, or a range without a density, can support almost any conclusion the reader arrives with — which is why two freelancers can read the same guide and both feel confirmed.
Published guides lag the market
Surveys are collected, processed and published, and rate guides are updated on editorial schedules rather than market ones. freelancermap's 2026 figure of €103 against 2025's €104 is the first decline the study has recorded — a real signal, arriving a year after the period it describes. Nothing here tells you what happened last month.
